EASTHAM COMMUNITY PRESERVATION COMMITTEE


Meeting:        March 30, 2007, with Finance Committee

Attendance:     Glenn Collins, Sue Horton, Elizabeth Simmons, Kathryn Sette, and
                David J. Skiba, Members

The Article Numbers for the Annual Town Meeting all have been changed.  Norman Newell asked if the Community Preservation Committee accepted face costs without discussion.  Glenn and Sue noted that all were discussed and that the amounts were presented by the applicants-usually with bids.

Regarding the Seabury-Sparrow House, John Knight had a problem with public funds for a privately owned house.  Norman Newell asked about the rating standards for applications.  Kathryn noted the significant location and importance of the premises in the historical district.  Sue mentioned the longevity of the benefit.  David and Liz mentioned their concerns with regard to private funding and the recapturing of costs.  John Knight asked whether the Town would be on the insurance policy since there would be a mortgage.  Norman Newell was concerned whether other properties would be worthier.  The Finance Committee voted 0-6-0 against the proposal.

After an abbreviated discussion the Finance Committee voted 8-0 in favor of the gravestone and vital records proposals and 7-1-0 in favor of the bridge connecting project which Glenn noted to be ADA compliant.  All other proposed Articles were voted 8-0 in favor by the Finance Committee after brief discussion. The changes in the amounts for the bridge project to $51,200.00 and for the Swift-Daley House Museum project to $28,600.00 were confirmed.

Next CPA meeting to be April 19, 2007 at 5:30 pm.
